I will have been in the US for a decade as of July 27 2009. The first move saw me take my family 1,000 miles south to the Bay Area and then 3,500 miles east to the Boston area.

When I left Canada, I always assumed that my stay in the Excited States would be short. I was in the country to learn, grow, take advantage of the experience that the giant next door would give me. Then we would return to Canada and settle into a quiet life.

Ten years on, I have a Green Card (don’t ask about that nightmare) and when I come home to Canada, I realize how far I have wandered from the country that I still refer to as home.

Add to that the fact that most of the visits we make are to one of the fastest growing and most expensive cities in the country and every trip out to places I once knew brings ‘Where the hell did that come from?’ moments.

I wax nostalgic for this place, this city near the mountains, surrounded by the sea. It is the city of my young adult life, where I learned the skills I needed to get on in life; where I met my wife; where I felt at home.

What a difference ten years makes. We have placed our roots in another place, a very different place. A place that couldn’t be more different than here.

I joke that I am legally prevented from voting in two countries. As a transplant I will never be completely at home in the place where I live. The country of my birth is an interesting and lovely place, a stranger that I rediscover a little bit on every visit.

When we travel back to the country of my birth, I realize that the move to the US saved me, saved from being trapped by narrow goals and shortened horizons. But the move came with a price.

As someone who lives with a gardener, I know the value of a plant in the right place. Often you don’t discover that a plant is in the wrong spot until you have had it for a few years. Then, one season, you transplant it, and, with some more sun and a little more water, it blossoms, it thrives.

The gardener who does that is always pleased with the results, but is frustrated by the time lost by having a wonderful plant fight for life, wasting its its energy and effort to survive rather than to thrive.

To thrive, I had to leave. But I left a piece of me behind.

Being a Canadian in the United States for the last nine years has been an interesting adventure, to say the least. Although our nations are neighbours, there can be two more different approaches to the same problem so close to each other.

I can’t claim to be an expert on how Canada processes new immigrants, but I can say that it has to be better than what has happened in the US.

Nine years ago, I started out on the NAFTA Free-Trade visa, the TN-1. This is a non-immigration visa, which is restrictive in the occupations that you can work in, but essentially allows highly-skilled Canadians, Americans, and Mexicans to work in the free trade zone, a term I use very loosely in this context.

In 2001, my status was migrated by my previous employer to an H1-B. This is a much more formal visa and is used for skilled workers from around the world. It is also infamous for its quota system, and is the bane of most (if not all) high-tech firms who insist on recruiting the best talent from around the world to work in the Unuted States.

In some respects, while the off-shoring trend that was so big a concern a few years back (still?) is founded on a number of different economic realities, the driving force was the restrictive nature of the H1-B visa. I encountered a version of this when I changed employers and transferred my H1-B from employer A to employer B. When I did this, I could not leave the US, for any reason, until I had my new H1-B without forfeiting the entire process.

One of the conditions I had for switching employers was that employer B would start the Green Card process for me and my family. This process alone has taken 3.5 years, and from what I can tell, being an employment-based application from a Canadian means that I haven’t had to wait nearly as long as some of the people who apply under other circumstances or from “less friendly” nations.

This process is approaching (we hope) its final phase, as there is talk from the people assisting us that there is a chance that we may be processed through the final stages in late 2008 or early 2009. But, as with all things related to this process, this is still very much speculative.

Whew.

So, as a citizen of the United States reading this, you are likely saying “So what?”, or “How does this affect me?”. Frankly, it doesn’t. But, in a fundamental way, it does.

As a nation built almost completely on immigration, the United States has become increasing isolationist, especially in its immigration policies. Mostly at a political level. Where the conflict appears to be developing is between the political agenda and the economic needs of the US economy. US firms are reliant on importing the best and the brightest from around the world. These same firms are now finding increasing resistance from these highly-skilled employees who are looking at the current state of the US economy and the incredibly restrictive immigration criteria, and choosing to walk away, or choose other more lucrative and less restrictive opportunities.

As a person involved in this process, I can say that up until late last year, when I recieved my EAD, I was in effect an indentured serf, beholden to the company for which I worked, which none of the options or flexibility that my US colleagues had available to them.

I own a house. My children go to school in the town where I own my house. I pay US, not Canadian, taxes. I pay property tax.

However, in the eyes of the United States government, I am considered “three-fifths of a person”. A person bound to this country but not of this country.

The truly American among you may say “Shut up and become a citizen”. I chose not to. I have chosen to retain my personal Canadian Identity, those things that I hold dear that separate Canadian and Americans. I retain my Canadian passport. My youngest son holds dual-citizenship.

I have chosen to make a life in the United States. However, the process that I have been involved in does not allow me to recommend this path to any other Canadians.

To other Canadians, I say: Stay home. Make Canada the best it can be. Make it a truly integrated player in the Global Economy.

To the United States, I say: Wake up. Your destiny has come, and gone. And the way you treat your immigrants is a clear demonstration of that.

Some have said that the United States is a fading empire, most-often compared to the Roman Empire. However, as this piece in the LA Times states, even an ancient empire, in its fading glory, understood how you become great: You become more than the sum of your parts.

Many, many years ago, I started my depressing voyage through the world of work at an Overwaitea food store in my home town. As a teenager, I expected to work so weird hours, and accept some level of abuse from the “adults” I worked with.

However, it seems that the organization now expects all their employees to accept this crap [here].

A major B.C. grocery chain wants some of its unionized staff to work shifts of just two hours, a move the union representing 8,500 workers called shocking.

The Overwaitea Food Group, which also runs Save-On-Foods and Urban Fare, made the demand for two-hour shifts as it began negotiating a new contract with the United Food and Commercial Workers Union, the union said.

My system has a daily job to collect and aggregate the IP Blocks distributed by the five registrars into a single database, and then provide high-level WHOIS information for this data. If you want to try this yourself, the interface here.

On an extremely irregular basis, I aggregate the statistics from this data, and present it to the masses for the examination. I might actually automate this data someday!

So, for August 2007 (as of August 21, 2007), here are the aggregated IP distribution statistics broken down by registrar and country.

Starting with the country data, I figured that a sane cutoff for values would be 1,000,000 IP addresses. The list here is mostly unchanged, except for the addition of the European Union (EU). The EU is a recent addition, as it was not listed in the Country Code lookup table I had been using, and had to be added manually on August 20, 2007.

It seems that more than the usual immigration backlog reduction process has been at work in the USCIS. There are two likely scenarios that appear to be running around immigration circles these days, regarding the Green Card slot tease that has turned into such a furore.

The first is that the Department of State, which issues the Visas, was pressuring the USCIS to fill the Fiscal 2007 Green Card quota, something that has happened rarely in the last few years. What most people in the US don’t know is that most years, thousands of eligible Green Card slots simply disappear because the applications can’t be processed fast enough by the USCIS.

Recent events have highlighted this, and the Department of State may have applied pressure to USCIS to completely exhaust the 2007 pool, to avoid the embarrassment of having to explain to Congress why they can’t process applications faster.

The second reason is greed: as of August 1 2007, the government fees for Green card applications increases massively. For a family of four, the cost will increase by $2,500. So, by not allowing the flood of applications from all of those expectant people, they have guaranteed themselves a higher revenue stream for next year.

All things considered, the whole event smells.

Now, for the long-term affect on skilled immigrants, Microsoft has set the trend by announcing that it will be moving development over the border to Canada [here]. As a country with a skills-based immigration policy, highly-trained technical professionals feel welcomed and wanted in Canada, something that is not the case with the archaic and glacial immigration policy of the United States.

In the next 5-10 years, US companies will face a serious inability to recruit employees from anywhere other than the United States. Skilled professionals will simply not come to a country that actively discourages them from staying permanently and making a contribution.

The US policy policy will be a boon to Canada, Ireland, and other countries who actively seek and encourage skilled professional immigrants.

It’s July 1, meaning that it’s time for Canadians around the world have launched into their recently re-invigorated day of jingoistic pride. Living next door to the definition of jingoistic pride has set the bar pretty high, but based on the last couple of trips north, great strides have been made since we left our home country in 1999.

This morning, the Canadian flag is flying outside Giant Birch Manor. The one day a year I risk offending my neighbours in a demonstration of my national pride.

In some ways, Canada Day serves as the start of my new year, just as much as the start of the school year in August/September does. It divides the year in half, and provides a celebratory marker when the weather is likely good enough to have a good party.

I had a look back to see what I posted on July 1 last year, and found that the only post was one related to GrabPERF, announcing the termination of the PubSub measurements, as that company was in the midst of its death throes.

Over the last year, I have seen significant personal upheavals and changes, most notably the diagnosis of my mental condition as Bipolar 1. After talking with some people I know who also suffer from this disorder, I realize that I have a very mild form of it, but even in its mildest forms, it can be crippling. I can say that having access to better medication (I AM PAXIL FREE!), and the world’s best therapist, I have come a long way in understanding what in this life I can and cannot change.

Watching the red and white flag fluttering in the morning breeze, I realize that there are days that I really miss Canada, and all of its foibles and unique cultural issues. But for now, I live where I am, and I have come to accept that, even with all of its uncertainty (still no closer to my Dream Green Card).

So, I wish you all a Happy Canada Day, wherever you raise your maple leaf.

I spent my entire life escaping from Golden. It’s a much different place, 20 years and one massive ski resort development later.

But, as you got on the Trans-Canada Highway to leave, hopefully for the last time as a 25 year-old grad school dropout, you looked over your left shoulder, and saw this.

An eerie beauty…the sterotypical vanishing point, where man gives up control to the wilderness he has carved a town from, where the land rises, and swallows your ego.

It’s the places that you go when you’re a child that stay with you for your whole life.

My grandparents lived their entire lives in the Crowsnest Pass. This narrow, sometimes forgotten section of the Rockies emptied itself of its coal to feed the engines of Canada and the world for more than a hundred years.

My grandfathers, and my great-grandfathers, all gave their lives to the dirty work of ripping this black gold from the bowels of the earth. Their bodies showed the scars of a life lived in darkness, straining to pull themselves through another day.

When it got to much, they drank. They fought. They dreamed. Some escaped, some took their own lives, many just survived.

The Alberta side of the Pass — no one who has spent any time in the area ever uses “Crowsnest Pass” — is slowly dying. The generation who mined underground is dying away. The next generation, and the one after them, has taken to tearing the tops off mountains in BC.

Or they just left, like my parents did. They empty carcasses of a life abandoned for economics are still there.

I was back there this summer for the first time since 1999. It has come a long way, but their is an aura, a feeling that the end is near. All the money from Calgary can’t save them. The old, independent life, the hardened bitterness, the brutal economics of coal that bred a people that accepted all into the brotherhood of the black gold, is gone.

There was a bluff outside the Pass community of Coleman, full of what the locals called “black diamonds”. I’m not sure if it was jet (made from extra compression on some of the coal deposits), or obsidian (from the volcanic activity that dominated the area in previous epochs). Sometimes, if the light was right, you could see the light reflecting off the pieces showing through the bluff.

Then, about 15 years ago, in order to straighten the highway and let more huge trailer trucks roar through Coleman on their way to the rest of the world, the bluff was blown away.

Sometimes, in the rush of time, the memories in our blood get blown away, each individual event glistening in the sun one last time, before being scooped up and swept away.

Ok Skype hounds, this is is. Skype, in a move to get us North Americans (sorry Mexico) to use more Skype, is offering us unlimited calling to Canadian and American numbers (landlines and mobile) for all of 2007 for the ridiculously low price of $14.95 (offer valid until January 31, 2007).

Get it! Like you need a reason to resist Skype?

Oh, and of course all Skype-to-Skype calls are still free.

So, the question begs to be asked: why? Well, it seems that us dense folks on the non-European side of the Atlantic and the non-Asian side of the Pacific haven’t been adopting Skype fast enough.

A variety of theories abound about this. The one I have is that the US phone companies have priced long-distance so low that there is no motivator driving people away from their POTS connections.

The competition between the Telcos and the Cablecos over your phone service has been another factor in keeping long-distance costs so low.

It will be interesting to see which of the long-distance companies responds with a North American unlimited plan for a ridiculously low rate.

This is good to know. I have been spending years trying to make my speech sound as non-descript as possible. It was interesting this summer to go home and talk to my family. They have a uniquely Southeastern BC/Southwestern Alberta accent. Hey, even Canada has unique accents.

You don’t think so? Well, the stereotypical “Canadian” accent that is portrayed in the US popular media is actually a Southern Ontario / Toronto Area accent. It is easily recognizable and immediately pegs you in the rest of Canada as someone who should be distrusted as a likely carpetbagger.

The only spoken/written giveaways I have retained are:

– “a- bowt” and “owt”
– “prawcess”
– “sheduel”, although I do alternate this with “skeduel”
– I spell “theatre”, “centre”, “colour”, etc. correctly

However, if you call me American, I will be very quick to correct you.
